REGULATIONS ON THE JOURNAL “EDUCATION IN NIZHNY NOVGOROD”
1. General Provisions
1.1. The journal “Education in Nizhny Novgorod” (hereinafter referred to as the “Journal”) is a scientific publication under review, in which the basic scientific results of seekers for a PhD degree are published.
1.2. The Journal is published in accordance with the mass media Federal legislation, agreement between the state-financed educational institution for supplementary vocational education “Nizhny Novgorod Institute of Education Development” (hereinafter referred to as “GBOU DPO NIRO”) and the Education of Nizhny Novgorod editorial board.
1.3. GBOU DPO NIRO is the founder and publisher of the Journal.
1.4. The Journal is published with support from the Ministry of Education of the Nizhny Novgorod Region.
1.5. Regulations on the Journal are approved by the GBOU DPO NIRO’s Rector.
1.6. The primary purpose of the Journal is to assist in improvement of quality of training of the academic and teaching staff for education system development, scientific methodological support of innovative educational processes.
1.7. The Journal as a part of the Russian mass communication research system solves the following tasks:
– presentation of the results of the scientific-research, scientific-practical and experimental activity of candidates and doctors of science, postgraduates and candidates for a doctor's degree;
– identification of scientific resources of the teaching staff for implementation of the latest achievements of science into teaching and learning activities;
– organization of a panel scientific discussion promoting for thesis research enhancement, efficiency of expert reviews of research papers;
– presentation of an innovative educational experience;
– involvement of academic public in discussions of conceptual problems of educational system.
1.8. Any articles forwarded to the Journal’s board will not be returned back to their authors. No remuneration is paid to authors for their published articles.
1.9. Any research articles are published in the Journal on a non-repayable basis.
2. Journal’s Structure and Contents
2.1. The Journal presents fundamental and applied research insights; basic scientific results of thesis researches for dissertations in support of a post graduate degree of a candidate of science, doctor's degree are published.
2.2. Publications of the Journal have their own topics. The topics of the publications are approved at an editorial board session of the Journal and made available on the official website: nizhobr.nironn.ru. The information materials of the Ministry of Education of the Nizhny Novgorod Region as well as that related to the main areas of GBOU DPO NIRO’s activity may be published in the Journal.
2.3. The names and content of edition headlines correspond to the branches of knowledge and groups of specialty occupations of scientists in accordance with the List of specialty occupations of scientists.
2.4. The Journal structure (list of sections and headlines) is made available on the official website: nizhobr.nironn.ru.
2.5. Information on the publisher, chief editor, members of the editorial board and editorial team with the indication of their academic degree, academic status as well as contact information, description of topics of the Journal, rules of forwarding, review and publication of research articles, their abstracts and key words for all the research articles and observation papers published since 2008 are publicly available on the official site of the Journal in Russian and English.
2.6. The copyrighted materials reflecting the topics of the edition are published in the Journal: original articles presenting the results of theoretical and applied research; methodical studies; scientific reviews and referee reports; information on new literature and scientific measures.
2.7. The Journal does not publish the following:
– research articles which do not comply with the topics of the Journal;
– information which does not comply with the requirements established by the Journal staff;
– proprietary content previously published in any other editions;
– information containing unacceptable borrowings;
– scientific papers containing no relevant scientific topics;
– practice-oriented articles presenting no innovative educational experience;
– information containing factual, historical or any other errors which cannot be corrected as well as the articles containing statements and hypotheses being in direct contradiction to the ascertained science facts;
– information being a government or commercial secret as it is defined by the current legislation of the Russian Federation and departmental regulatory enactments, agreements, etc.
– information containing any virulent abuse, libel or information in relation of individuals and organizations which was known to be false.
2.8. The ownership and scope of author's rights for the articles published in the Journal are determined by the current legislation of the Russian Federation. In accordance with the applicable law, GBOU DPO NIRO owns exclusive rights for issues of the Journal on the whole.
3. Editorial Board and Editorial Team of the Journal
3.1. The editorial board consists of doctors and candidates of science - leading experts in primary academic and teaching disciplines.
3.2. The editorial board edits publications of the Journal and as well as its authors it is responsible for the scholarly and academic status of the information published.
3.3. The editorial team is composed of different level executives of the educational system and leading teachers-practioners.
3.4. The editorial team is to reveal the application value of practice-oriented articles and the level of their relevance to the criteria and requirements specified by the Journal to the action-oriented content.
3.5. The editorial board may require an external independent examination of articles if necessary.
4. Information Refereeing
4.1. Manuscripts presented for publication in the Journal are to be refereed by the editorial board members having an appropriate academic qualification (personally or with the assistance of dedicated experts of an appropriate academic qualification).
4.2. All the reviewers are the acknowledged experts in the topics of the reviewed content and/or over the last three years they have publications in the topic of the reviewed article.
4.3. The editorial board consists of foreign experts out of research, academic and teaching staff having significantly contributed into the development of an appropriate intellectual field.
4.4. When reviewing articles, the editorial board members apply the principles of neutrality, scientific character, fairness, independence of expert evaluation, unanimity of methodological approaches to the quality evaluation of object under review, confidentiality of information obtained in the course of review.
4.5. The decision on the rationale for publication of a reviewed article is made at an editorial board meeting of the Journal, approved by the chief editor and added to the Minutes of the Journal’s editorial board meeting.
4.6. Any author of the paper under review is provided with an opportunity to read a review text with no reference to its author.
4.7. In the event of a refusal in article publication for whatever reason, the editorial board will send a substantiated refusal to the author as well as a copy of the review (with no reference to the reviewer).
4.8. Any article may be forwarded to the author for a follow-up revision if the necessity of this procedure is specified in the review. The article is subject to an additional review after the author’s follow-up revision.
4.9. The editorial staff has a right to cut the text and introduce editorial changes into manuscripts. The editorial staff has a right to provide full or partial information of research articles to Russian and foreign organizations which ensure SCI as well as place it on the Journal’s Internet site.
4.10. Responsibility for organization of a review, presentation of review results, supervision of the implementation of the editorial board decisions made following the review results, deposit of reviews is placed on the Journal editorial staff. The reviews are deposited in the publishing house and editorial office of the Journal within 5 years.
4.11. The editorial staff of the Journal will forward copies of reviews to the Ministry of Education and Science of the Russian Federation if an appropriate request is obtained.
