ETHICAL NORMS OF THE “EDUCATION IN NIZHNY NOVGOROD’ JOURNAL PUBLISHING PROCESS
1. Basic Provisions
1.1. The Regulations on Ethical Norms of the “Education in Nizhny Novgorod’ Journal Publishing Process (hereinafter referred to as the “Regulations”) are composed on the basis of the Declaration of the Association of Science Editors and Publishers “Ethical Principles of Scientific Papers”.
1.2. The purpose of the present Regulations is to establish ethical norms of the publishing process of the journal “Education in Nizhny Novgorod” (hereinafter referred to as the “Journal”) in order to improve the performance efficiency of the scientific-publishing sphere and norms for research findings publishing.
1.3. The present Regulations are put in force by order of the GBOU DPO NIRO Rector and brought to the notice of the Chief Editor, editorial staff, members of the editorial board and team, authors by means of placement of information on the official site of the Journal. nizhobr.nironn.ru.
1.4. The following basic definitions are used in these Regulations:
Author: a person or group of individuals (group of authors) participating in writing an article following the scholarly results.
Chief Editor: a person managing the editorial staff and taking final decisions in relation of Journal production and release.
Piracy: intentional appropriation of the authorship to works of science or the arts of another, other person's ideas or inventions. Infringement of copyright, patent legislation can be considered as the piracy and as such it can lead to a legal liability.
Editorial staff: a group of persons dealing with Journal preparation and release under the head of the Chief Editor.
Reviewer: an expert acting on behalf of the Journal and carrying out of scientific investigation of the proprietary content in order to determine a possibility of their publication.
Self citation: author’s citation of own papers.
2. Ethical Principles of Chief Editor and Editorial Staff Activity
2.1. When taking a decision on any publication, the Chief Editor of the Journal relies on the scientific certainty of presented data and scientific merit of the paper considered.
2.2. The Chief Editor shall have no conflict of interest in relation of the articles which he rejects or accepts.
2.3. The Chief Editor, editorial board and editorial team bear responsibility for a decision which articles will be accepted for publication or rejected. For this purpose, the Chief Editor is governed by the Journal policy and observes legal restrictions avoiding any libel, infringement of copyright and piracy.
2.4. The editorial staff of the Journal bears responsibility for the content published in the Journal and exercises control over ethical practices.
2.5. The editorial staff of the Journal complies with confidentiality when considering the proprietary content, prevents their transfer to third parties for reading and discussion if they are authorized by the editorial staff.
2.6. The editorial staff of the Journal honestly works with texts of articles, prevents publication of unfair scientific papers which can be considered as piracy, data falsification and fake.
2.7. The author's rights to each edition of the Journal (on the whole) belong to the Journal founder, namely the state-financed educational institution for supplementary vocational education “Nizhny Novgorod Institute of Education Development.” No unauthorized copying of information published in the Journal is allowed, when citing, references to the Journal are obligatory.
3. Ethical Principles of Reviewers’ Activity
3.1. The scientific assessment is to help an author to improve the quality of an article text as well as to assist the members of the editorial board and editorial team to take a decision on any publication.
3.2. Any reviewer who does not consider himself an expert in the area of the article’s topic or knows that he will not be able to present a review of the article in due time shall notify the Chief Editor of the Journal and opt out of the reviewing process.
3.3. An author or co-author of the paper under review cannot be its reviewer as well as academic advisers of applicants for a degree and/or employees of a unit in which the author works.
3.4. Any manuscript obtained from the editorial staff for a review is a confidential document. It shall not be subject to discussion with other persons with the exception of the persons specified by the Chief Editor of the Journal.
3.5. Reviewers shall assess a manuscript honestly and objectively, formulate their remarks expressly and in a well-argued manner by estimating solely the scientific content of any article. No critique of personality of an author (authors) is acceptable.
3.6. A reviewer shall draw attention of the Chief Editor and members of the editorial board and editorial team to the significant identity or partial overlapping of the article under review with any other published earlier by confirming such a fact by an exact bibliographic reference.
3.7. Observing confidentiality of information and ideas of the article provided to any reviewer he shall not use the information and ideas for his personal benefit.
3.8. A reviewer does not accept manuscripts for consideration if there is a conflict of interest caused by a business struggle, cooperation or any other relations with any authors or organizations related to the article.
4. Ethical Principles of Author’s (Authors’) Activity
4.1. An author (authors) is (are) aware of their primary responsibility for the novelty and credibility of scientific examination results.
4.2. Articles provided to the editorial staff of the Journal for reviewing must not be published earlier anywhere. A simultaneous provision of a manuscript to any other journal(s) is not allowable.
4.3. No piracy in any form is allowable in an article. If an author (authors) borrows some fragments and statements from other papers, references to primary sources are required. In addition, an author (authors) shall provide correct references in their articles to the papers being a basis for development of own ideas and realization of a scientific examination.
4.4. No excess self citation is allowable. A share of self citation in a single publication must not exceed 25%.
4.5. An author (authors) guarantees a correct list of co-authors of the article. Among co-authors of the article the persons who have significantly contributed intellectually to its concept, structure as well as to obtaining and interpreting the results of the paper presented. No persons shall be identified as co-authors if they did not take part in the investigation,
4.6. If any errors or discrepancy are found in the article published its author (authors) they shall get in touch with the editorial staff of the Journal as soon as possible and jointly amend the text.
4.7. An author (authors) shall disclose all the sources of finance of the research examination and state any possible conflicts of interests which may have affect its results as well as the reviewers’ opinion.
